In most cases like that, it's either the station is a fairly strong 
non-comm that eschews fundraising for underwriting (WHRB largely falls into 
this category I believe - although they're technically a commercial 
station, right?) or they're a tiny, suffering station that limps along on a 
pittance from the college they're associated with and survives solely 
because they don't pay rent or utilities (like WMFO).
