Providing 'localized content' is easier to say than to accomplish. It takes
people and it costs money.
According to the NAB, several hundred commercial FM allocations remain
un-applied for in this country. Presumably these are Class As in rural
areas. It remains to be seen if the lower entry cost of LPFM over a full
facility will make a difference to people who have so far not been tempted
to file for a license in these areas...even one that could potentially
produce revenue.
