Well, they didn't quite get it all to themselves, since a number of the
college stations managed to increase their power and stay where they were.
I recall that WMUA at UMass/Amherst increased its power in the 1960s or
early 1970s, and moved the tower to the top of Orchard Hill, long before
the rules change.
