No, Daylight Savings Time always ended on the last Sunday in October. It
used to start on the last Sunday in April until the energy crisis of the
early 70s, when we had DST through the winter for awhile, then when we
went back to Standard Time, the time change in the spring was moved to the
first Sunday in April.
