It's also rather illegal, since LPFM's cannot be owned by entities that 
already own or have attributable interest in an existing broadcast entity 
(with certain, VERY specific exceptions).   Not to mention the point system 
that weighs heavily on the side of local ownership and locally-originated 
programming.  How is VPR getting around this?
