Judging from the LPFMs that are being authorised and/or
are actually on-the-air in northern New England, it seems
they could have easily gotten a license for 107.9 or some
other frequency.  Now they're a bete-noire (a little French lingo
in honor of the 10,000 recently fried Frenchmen)as far as the
FCC is concerned and would probably be denied such a license now.
