As jibguy recently explained to me, CC and others had hoped that the limits
on station ownership in any one market would be further relaxed.  The FCC
rejected that approach.

The new rules also changed the market definition rules and required that
groups over the limits in the newly defined markets to sell stations within
3 years.  I do not know the details of the new rule, but I have read that it
will have limited impact but will effect CC and some other groups in
particular markets that they now dominate.

The new rules also now count radio stations operated under joint marketing
agreements as owned by the group operating for purposed of the market
ownership limits.  I think CC has deals like this around the country,
including in Maine.
