These are Presidential appointees who are paid to see the big picture.  They do not pay attention to mundane details such as what station is in what market, nor should they.  I agree that changing the subject was not the right approach, but the most they should have said was "I'll have my aide, or someone from the Media Bureau, contact you with the answer."
