Am I missing something here?

Today I have been following events surrounding the
passage of new ownership rules and limits, and it
appears that Clear Channel Communications themselves
are disappointed with the passage of these new rules. 
However, the press release by President/COO Mark Mays
leaves me with many questions...

In this press release, he claims that the radio
industry is being re-regulated by the FCC with the
passage of these new limits.  Last I checked, these
new limits only uphold the exisiting limit structure
for radio station ownership  with no other changes on
the radio aspect.  Did I miss something?
