Because the number that usually followed the 54 with the smaller 4 was 6, 7 or 8, depending on how small the dial was.  Following 54 with an obviously smaller number wouldn't have made any sense, but you couldn't put a 5 (500 kHz) in there because the AM band doesn't go down that far.

If the radio manufacturer was being nit-picky, they would have put "x100 kc" somewhere near the dial, but most didn't.
