If nothing had happened and Jeff had just done the report as planned, 
would he have said he owned the bar? Judging from his work at Channel 7, 
I think he would have, sadly we will never know

I don't see a problem with using Jeff's club. As WPRI said it was a location of convenience, they knew they would have access.  I have not heard that Jeff was at the club as a reporter that night, if he was being used as the reporter that would be an ethics issue. I would have used someone else as a reporter but still would have used Jeff's club and in the interest of disclosure I would have told viewers it was owned by Jeff and his brother, probably at the end of the piece.
