I seem to recall reading the regulation on legal IDs back in the 60s, when I was involved with 
WMUA at UMass, and noticing that it made allowances for coverage of an event such as a 
sports event, a concert, or a news event, making exceptions to the standard on the hour and 
half hour (in those days) rule.
