although i'm not sure of an actual "ban," i know that p.c. concerns do come 
into play.  some stations run this type of trade deal on a regular basis as 
a "service" for their listeners under the guise of "value minutes."  
   and yes, many advertisers would rather promote their businesses this way as 
opposed to the cash-out-of-pocket thing; advertising given for retail value for 
an item for which they've paid cost.
