I think that originally, there was some sort of half-baked plan to increase
the day power to 25 kW. If even possible, that would have taken longer and
cost more than tMega must have figured. Presumably, even if such an upgrade
were feasible, Mega didn't have the cash to pull it off. Also, the station
could not deliver a 5 mV/m signal to Springfield, because WSPR is second
adjacent. There can be NO question that Mega should have realized THAT
before buying the station. I wonder if Mega tried to sell WARE to PolNet,
which owns WNVR in Vernon Hills IL (that's the 1030 directional daytimer in
suburban Chicago that recently got a night authorization with a few watts),
WLIM 1580 in Eastern Long Island, and the 910 AM in Rockland County
NY--across the Hudson from Westchester.  Supposedly, there is a significant
Polish-speaking population in Ware and PolNet operates a 24-hour satellite
feed in Polish. I've heard that all of the programming on the New York State
stations comes from this feed, which I gather is a rebroadcast of WNVR. I
wonder whether the programming is all, or substantially all, brokered time.
Sounds as if PolNet would have been a good match for WARE's potential
audience.
