I was under the belief that the Bush administration did not request the time
from the broadcast networks to carry the speech in the first place
You are correct, the White House did not formally request the time however given the content of the address, which was certainly not a secret, I think the administration erred in not making the formal request and the networks erred in not taking it upon themselves to give up 30 minutes of airtime.
