Not really. The steel band tape device was a came out of a BBC laboratory in
the early 30s. A reel of the stuff weighed quite a lot, and could injure
personnel if it unspooled.

The German AEG 'magnetophon' of the mid 1930s, actually used plastic
[cellulose acetate] based tape, which BASF had begun producing at the time.
