The City of South Burlington had its own radio station (channel 237A,
a docket 80-90 drop-in) long before it finally got its own ZIP code
(05403) -- and this for the fifth-most-populous city in the state!
So, even when the Federal government believes that a place exists,
sometimes the Post Office still won't follow along.
