Actually, having a post office doesn't mean you're a
city. 

Allston, MA 02134 (Part of Boston)
Prides Crossing, MA 01965 (Part of Beverly)
South Hamilton, MA 01982 (Part of Hamilton)

There is no mayor of Allston. Tom Menino's in charge
there, and also in Roxbury, Dorchester, Brighton,
and other neighborhoods.

I work for the USPS by the way :)

The USPS may name their office after the village
but it's still part of the larger city.

(By the way, I once went to Vermont on vacation
and stayed at a Comfort Inn in White River Junction.
I looked out the window of my room and what did I
see? The White River Junction postal facility. Here
I am on vacation from work, and my motel room
overlooks a post office! AAAAA! :) )
