Stations are licensed to a ``community'', not to a ``city'' or
``town'' or ``village'' (or ``township'' or ``borough'' if you're in
NJ or PA).  All of these things might meet the FCC requirements to be
considered a ``community'', but not necessarily.  (Those requirements
seem, in these days of bump-in-the-road 80-90 drop-ins, to boil down
to being shown on a USGS topo map of the area.)

Remember that most of the country is not legally organized like the
northeastern states are.  Most of the country has no local government
outside of cities, and the non-incorporated areas have no
legally-recognized names.
