I wasn't aware of that, and I was using someone else's
computer, so I wasn't inclined to surf the 'Net.
I also figured that the FAA was the relevant guvvamental
agency and that they do this all the time.
When I was in the USAF, we got UFO calls frequently and
they had a procedure for that.
Would they change bulbs during a moderate rainstorm with
occasional gusts? (The cloud deck was higher than the
WBZ-TV/DT tower, the tallest one around).

My question is why did you call the FAA? It's not your tower nor your
responsibility to do such a thing. Did you try contacting the tower owner
first? The number is on the digital picture indexes on the Boston radio
archives. They can extinguish the tower lights for up to 30 minutes before
notifying the FAA about it.
