That's part of it, Roger ;-) But I believe the reason was that the
cellphone companies felt it would be a "stigma" against them if their
numbers were all forced to be in a new area code. The logic, if you can
call it that, being that people wouldn't want to learn the new area code
and therefore would look to get cellphones in the old area code if at all
possible.
It's "political logic"...which rarely has the customers' interests at heart.
