IIRC, the new area codes were to be used specifically for new cellular phones and dedicated fax lines, and not for standard voice communications as of a certain date. This was because the number shortage was anticipated to occur within a projected timeframe.

I do not know if we have reached the date at which the phone companies would start implementing the issuance of numbers in the new area codes, yet. (something makes me want to say May 2003)
