YDRC. At the time the new area codes were implemented, FCC rules
explicitly prohibited such restrictions on overlay area codes. The
rules have since been relaxed somewhat, but between the recession and
the competitive-telco crash, the demand for numbers is far less than
was projected then, so I think everyone is still being satisfied from
the old area codes.
