Dan,

    there are very simple solutions for folks like yourself who don't want
to be encumbered by long-term cell phone plans: there are simple, pre-paid
phones that offer the same rebate incentives which can make obtaining the
phone virutually free, and actually come with a set amount of minutes that
you can renew via the service provider when your time may be "running
short."  and these deals are, if i understand radio commercials, readily
available at your local Cumberland Farms convenience stores, among others.
Cumberland Farms was airing spots regarding AT&T prepaid Nokia phones with
rebate/incentives, specifically addressing a situation such as yours:
wanting to have it at the ready in lieu of a convenient pay phone.
Cumberland Farms!  The Stop That Keeps You Going!
   and no, i'm not a corporate shill for them by any stretch of the
imagination.  still upset with their policy of not honoring Military ID for
the purchase of beer.  of course, that was 1979.  you'd think i'd have
gotten over it by now.  ;-)
