In the case of Ludlow, they are probably grandfathered.  If a cable
system carried a broadcast station at a certain point in the past,
then they have the right to continue to do so, provided they have
retrans consent from that broadcaster, and subject to the usual rules
of exclusivity.  (And for those who start wondering about Mansfield
again: the exclusivity rules do not apply where the actual OTA signals
overlap.)
