WMWM received a license to cover for its current facilities in 1980.
130 W makes WMWM a class A station.  It appears that WUMB-FM did not
apply to become a class A station until 1983 (major modification
BPED-19831011AB), and thus WUMB-FM is required to protect WMWM.
