I'd guess it probably will.  Bill Kennard's term as chairman will run at 
least until January, when the new president takes office.  So if a 
Republican is elected, Kennard will probably do whatever he can to get 
LPFM far enough along that a new administration won't be able to stop it.  
A new administration won't appoint new commissioners immediately, so there 
might be time, in the first few months of 2001, to get some LPFM stations 
licensed before a new administration can stop them.
