I wonder whether the changes wrought by the Telecommunications Act may
result in more regional networks in the US and therefore more use for
this service.

I can imagine it being useful if someone were willing at a station to
program it on a per-program basis.  For example, last fall when I was
driving out to Amherst and listening to the UMass football game on my
car radio.  When I got beyond the range of WXKS, I could have used
that sort of service to find the next station that was carrying the
game.
