Covering the city council

The Politburo?  Sure.   Of course, the meetings are already carried on the
MediaOne "municipal" channel, too.  

As it happens, M1 is coming under fire in Stoneham for failing to cover a
number of town council meetings there.  One of those meetings just happened
to be the one in which selectmen discussed their ongoing negotiations with
competitor RCN.
