Under the part 15 rules, over-the-air FM broadcasting without a liscense
limits you to a small field strength... in practice, about 25mw (1/40 of
a watt). With a portable, perhaps a 1/3 mile on a clean frequency (more
with a car radio... maybe even a couple of miles with a good yagi on the
roof).
