106.3 Nashua could certainly fill out south of the NH line for a NH
group if the intent was to grab some Merrimac Valley ad dollars.
Problem there is the (MV) market is associated with the Boston ADI as
far as agency buyers are concerned, often below the waterline.
There's a far better chance of grabbing Coke & Pepsi from the
Manchester pie.  You'd have to get a lot of car dealers and local
banks to pay off even $4M, IMO.

The little understood irony of the Merrimac Valley radio market is
this: practically touching the luxurious 128 belt does little to
garner sales penetration (national buys) that a big dog in a smaller
meat house can achieve.
