No, since you can't just "turn in" FM licenses like, say, Knight did with 
WHEB(AM).  Shutting off WNHQ would open the 92.1 allocation in 
Peterborough to new applicants.  I strongly suspect this is a WOWO-type 
situation where the Phoenix will negotiate interference with itself and tweak 
the contours of both stations to maximize coverage of WNHQ in the Golden 
Triangle and WPHX in the Portland-to-Portsmouth corridor.  Exactly how this 
could be done is open to conjecture, of course.
