This is certainly one option, one that doesn't add even more congestion to
the FM band than there already is.  Everything has a price, however and
this being that the more subcarriers you utilize, the more it restricts
your main carrier, I believe modulation levels have to be kept down to
prevent subcarriers & main carrier from distorting one another.  Maybe one
of the techies on this list can explain this further.

Also, many stations use at least one of their subcarriers for data (the
stations I work for use them for transmitter control telemetry).
