Formatics.  Stations may get paid to run the spots but don't think the news
product fits the station's programming.  Some stations have a network news
affiliation for national news sound but they produce their own news.  (WBZ for
example.)  Many stations are ABC stations only to get Paul Harvey.  (WPOR for
example.)  Some stations run part of a long newscast and then run local news
after that.  (WGAN uses CBS News this way.)
