Here's a concept: what if RF Brattleboro puts out their 100 milliwatts,
miniscule as it may be, over the public airwaves AND on the local cable
system as well?  Obviously, it won't help anybody who's in a car, but
it would put the signal "within range" of everyone in town.  (And, if
I remember right based on my one visit there a few years back, Brattleboro's
a fairly compact town, land-area-wise...)
