ABC does the same thing with their news, sending 3 feeds before the top of the
hour for anyone who wants to record them to use them at their leisure. The
ones that ABC has are shorter in length (from 1 minute to 3 minutes) than
their top of the hour 4 or 5 minute broadcast(depending on which service it
is).
