There are a number of proposals in front of the FCC now for channels  5 and 
6. (76 to 87mhz). The question would be who could afford to heat the air,  
except for an AM perhaps, for 5 or 10 years until the number of receivers 
sold  may make it profitable?
 
Think DTV a decade ago and that is precisely what happened. In order  to 
keep your analog TV license you had to build out the DTV  station and heat the 
air.
