I asked an Arbitron rep about this so-called embargo, and it appears the trades are not using the term accurately. They may be referring to the "pre-currency" nature of the January and February books. The first two months of PPM books are restricted from use in negotiating sales contracts. I work at Magic and have access to the numbers. You can read all about Arbitron's copyright policies here: http://www.arbitron.com/downloads/Copyrights.pdf . Specifically they say "don’t post any rankers except 12+, with estimates. Rankers without estimates are okay."
