If someone wants to use the public's airwaves, then they must service the 
community fairly.

What would you call that?

If your local General Store in VT has been given a permit to operate as a 
post office, can they pick and choose who they service?

The idea that broadcasts licenses were licenses to "serve" a community seems 
to be vanishing.
