Licensed to non-actual locations

I've always found that rule humorous for the following
reason--following it to the letter would allow all stations licensed
to New York City to locate their studios and offices in New London CT,
more than 100 miles by road from Manhattan. The reason is that WFAN
(and possibly WCBS and WOR) put city-grade (5 mV/m) signals into New
London. Not that any station would actually do it... but I'm just
saying... After all, $2 million probably still buys a pretty nice
house in New London--even one with a good view of Long Island
Sound--vs a cramped studio apartment in Manhattan.
