The reason is to simplify installation for the average person. One
does not have to physically wire in the the tuner to the car's audio
system.  The tuner will transmit on an FM channel to be picked up by
the car's FM tuner.

In my experience, this (was in one of my client's offices) not a auto,
I found the range of the FM transmitter built in to one of the Sirius
tuners to be around 15 - 20 ft or so. (NOTE Very un-scientific
survey).

Keep in mind that though you may inadvertently pick up one of these
transmitters in the corporate parking lot, all this stuff has to
comply with FCC Part 15, to be legally sold in the US.
