Actually, in the typical model of university accounting, they very
much *are* paid for out of the station's budget, even though they
never appear as a line item.  Generally, the costs of these services
are accounted for as ``overhead'', and charged off as a percentage of
the expenditures in every account, and the income of every paid staff
member (for those stations which have them).

For stations which are legally independent of their schools, it
can't, in general, work this way.  Most stations, however, are
licensed and legally operated by the school at which they are located.
