If literally correct, that would seem to contradict the story of the WHDH-TV license that was 
told during the hearings that led to the license being taken away.  If WTAG had actually 
been awarded the license and transferred it to WHDH, the story of the grant of Channel 5 to 
WHDH following an improper ex-parte contact between the publisher of the Boston Herald 
Traveler and the chairman of the FCC could not be so.  It was the grant of the license to 
WHDH that was set aside.  If the license had been granted to WTAG and then transferred, 
only the transfer, and not the license, could have been set aside.
