COL

I know we've had this discussion before, but it popped up in my mind again
and I thought it'd be good to bring it back here.

What exactly does a "community" need to be in order to be worthy of
"community of license" standards?

Here in PA, there's one station with the COL of "Starview," with "Starview"
consisting only of a trailer park and a subdivision. It's not even
post-office worthy.

How have the FCC standards changed over the years, if at all?
