What if you have evidence of technical wrongdoing?  No EAS?  No transmitter 
control (dead carrier)?  Not changing day/night patterns (AM)?   Not 
meeting minimum broadcast hours per day/week. Stuff like that.

With the knowledge I have, I could block at least six stations' license 
renewals if that were the case...
