That's certainly possible.  Powell has been a weasel as far as public
appearances to debate his proposal.  He has dodged most situations where he
might be backed into a corner.  He should be willing to defend his proposal
publicly.  Koppel was so clueless on the details, I don't think he could
have pinned him down.
