I don't think it was ever one the cards that the newspaper
cross-ownership rule could stand.  After the gambling advertising rule
was struck down a few years ago, it became very clear to anyone who
read the opinion that the newspaper cross-ownership rule would receive
the same treatment if anyone ever tried to litigate it.
