Actually, it's not a band -- OIRT was the former Soviet Bloc's
coordinating committee for radio and television systems (their
equivalent of NRSC and NTSC, as it were). In addition to the weird FM
band, OIRT was also responsible for standardizing the particular TV
system used (band plan, channel assignment, signal organization),
which was quite different from the French mainland and colonial TV
systems even though they shared the SECAM color system.
