I wonder if Region 3 covers the weird Japanese FM band (76-90 megahertz)
and the old Soviet bloc countries that use an FM band even lower on the
dial than the Japanese.
Poland, Russia and a bunch of other ex-Soviet Union nations use
this band called OIRT. It's like down in the 60s - 70s megahertz or
something.
