It's been a very long time since I've heard of the FCC putting their foot
down on simulcasting....IIRC the old rules also had to do with market
size, smaller markets could legally simulcast, usually an AM & FM combo
while the largers ones could not,  It's been a while so I may not be
remembering correctly.
